On November 3 – 7, 2014 ADETEF (Agency for international technical cooperation under the Ministry of economy and finance of France that unites public sector experts in field of economy, finance and sustainable development) under the support of Ukrainian PPP Development Support Center has conducted a work mission to Ukraine aimed at studying the opportunities of implementation of projects on modernization (construction of new) water treatment plants in small cities of Ukraine based on PPP. Daniel Ludier, the French expert on PPPs in water and sanitation took part in the mission

In the framework of the visit it was conducted meetings with R. Kachur, the deputy Minister of Economic Development and Trade of Ukraine and O. Kucherenko, the Director of Department of the Ministry, S. Kushnir, the director of the Department of housing policy of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, V. Shandra, the head of Kiev Regional State Administration, Y. Zherlitsyn, director of Ukrainian Association of enterprises of water and sanitation Ukrvodokanaltechnologiya, Y. Radchenko, the director of SE PPP Center, representatives of Mayor offices, private sector, water utilities of Irpen and Fastiv.

On November 7, 2014 upon completion of the mission in the premises of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine took place a Round table “PPP in water supply and sanitation”.

Among the speakers of the Round table: Iryna Ozymok, the head of the ADETEF representative office in Ukraine, Y. Radchenko, director of SE PPP Center, Daniel Ludier, French expert  with presentation “French policy in field of water resources, PPP forms in water and sanitation, N. Rudenko, director of Egis Ukraine, I. Zapatrina,  the Chairman of the Board of Ukrainian PPP Development Support Center. In the discussion took place O. Babiy, the director of LLC Belotserkivvoda, S. Naumenkova, doctor of economic sciences, professor, the head of banking department, R. Kundryk, the representative of P3DP of USAID, other participants of the event.

As a conclusion of the discussion Mr. Ludier has specified that, in his opinion, private sector attraction for implementation of projects in field of water supply and sanitation based on PPP is extremely important for Ukraine today. The most problem field that requires attention of the public authorities is waste waters treatment. The technical state of equipment and technologies used in Ukraine at the water treatment facilities is dangerous for the environment and negatively influences on the health and length of life of the population.

There is a large experience of modernization of the corresponding systems with attraction of private business accumulated in the world. At the same time, we can nor rely on coming of investments in this sector without decreasing of risks, introduction of solidary system of  modernization projects financing, which goal is increasing of quality and extension of access of the population of Ukraine to clear drinking water and proper waste water treatment, conduction of wide informational campaign among politics and population on issues of introduction of modern standards in provision of these services. Implementation of these tasks requires creation of wide discussion platform on PPP. France has an experience of using such institutional formations and Iryna Ozymok, the head of ADETEF representation office in Ukraine has proposed her assistance in acquaintance of the Ukrainian colleagues with this experience.

Discussion was very fruitful. Upon its results the concrete decisions have been taken.  In particular, it is planned to resume the activity of work group on PPP issues under the Ministry of Economic Development and Trade of Ukraine by inviting to it the representatives of public authority, analytical centers and private business, international organizations and donors. The group become an area for discussion of problem issues in field of PPP and searching mechanisms to solve them. 

The participants of the Round table have determined among the priority issues that are proposed to review at the meetings the following:

  • procedure of formation of database of PPP projects for ensuring of wide dissemination of information on implemented projects at the official web-sites of public authorities and in mass media;
  • promotion of PPP ideology in the society, acquaintance   of the population and public authorities with the best practices in this field;
  • development of methodological approaches to evaluation of communal property that is planned to be used in PPP projects;
  • development of mechanisms of state, and, in particular, budget support od socially important projects including projects of modernization of water supply and sanitation system;
  • development of financial instruments of insurance and guarantying investments in the framework of PPP etc.
