Meeting of Interagency work group on PPP development in Ukraine

After a long break it was renewed a meeting of the work group on PPP development under the Ministry of Economic Development and Trade of Ukraine. On November 24, 2014 took place the first meeting of the group with new members. The meeting was moderated by Roman Kachur, the Deputy Minister. The Center was represented by Irina Zapatrina, the Chairman of the Board and V’yacheslav Oleshchenko, a member of the Board.

At the meeting it was discussed the approaches to development of legal regulation of PPP in Ukraine. The Experts of P3DP of USAID proposed to faciliate activity on amendment of the current PPP law supposed by the draft law #4237 registered by people’ deputies of the previous calling of the Parliament. At the same time,in opinion of the Ukrainian PPP Development Support Center, the proposed camendments to the PPP law will not be abkle to solve problem issues that hinder its use for implementation of concrete projects and are not of system nature. In this connection it was proposed to revise the ideology of the PPP Law using the provisions of Model PPP Law for CIS countries prepared under active participation of EBRD. Irina Zapatrina, the Chairman of the Board of the Center has presented the main provisions of the Model PPP Law to the participants of the meeting and said that the specialists of the Center are ready to participate in development of conceptual basis of developmenty of legal regulation of PPP based on principles stipulated in the document.
