On October 21,2010 Vekhovna Rada of Ukraine has approved in the second reading the Law of Ukraine “On peculiarities of transfer to rent or concession of objects of district heating, water supply and sanitation that are in communal ownership” (No. 2320). For the approval of the Law voted 243 people’s deputies of Ukraine, against – 1, abstainers – 0, did not voted – 182 (Total 426).

The Law determines  peculiarities of transfer to rent or concession of those objects of district heating, water supply and sanitation that are in communal ownership, peculiarities of rent and concession of such objects.

The Law covers relations regarding:

transfer to rent of concession of objects of district heating, water supply and sanitation that are in communal ownership;

transfer to concession of objects of incompleted construction and temporary closed down objects, that are in communal ownership and could be completed in order to use them for implementation of activity in field of water supply, sanitation, provision of services related to heat supply for the population;

providing concession for establishment (construction) of objects of district heating, water supply and sanitation;

economic use of objects of rent or concession in accordance with the Law.
