The meeting was headed by A. Maksyuta, the head of the work group, the first deputy Minister of economy of Ukraine.
At the meeting it was approved the draft Procedure of efficiency analysis conduction of PPP implementation draft Procedure of competition conduction on private partner selection for PPP implementation and draft Methodic on revealing kinds of risks of PPP implementation, their evaluation and determination of risks management forms.

On October 21,2010 Vekhovna Rada of Ukraine has approved in the second reading the Law of Ukraine “On peculiarities of transfer to rent or concession of objects of district heating, water supply and sanitation that are in communal ownership” (No. 2320). For the approval of the Law voted 243 people’s deputies of Ukraine, against – 1, abstainers – 0, did not voted – 182 (Total 426).
The Law determines peculiarities of transfer to rent or concession of those objects of district heating, water supply and sanitation that are in communal ownership, peculiarities of rent and concession of such objects.
The Law covers relations regarding:
transfer to rent of concession of objects of district heating, water supply and sanitation that are in communal ownership;
transfer to concession of objects of incompleted construction and temporary closed down objects, that are in communal ownership and could be completed in order to use them for implementation of activity in field of water supply, sanitation, provision of services related to heat supply for the population;
providing concession for establishment (construction) of objects of district heating, water supply and sanitation;
economic use of objects of rent or concession in accordance with the Law.

On October 10-17, 2010 the Chairman of the Board of the Center I. Zapatrina has visited France on invitation of ADETEF. In the framework of the visit it was held a number of work meetings on PPP issues in the Ministry of ecology, energy, sustainable development and sees, Ministry of economy and Finance of France, Agency on PPP development MAPPP, ADETЕF, with representatives of companies: Egis Projects, RATP Group Development, COFELY GDF SUES.

On September 29-30, 2010 the 3rd International investment summit DID «State-private partnership in context of a new economic policy of Ukraine» took place in Donetsk.
Organizers of the summit: Donetsk Regional State Administration, Donetsk City Council, Fund «Efficient management», Ernst &Young, IG «Altera Finance», Conference House.
The first day of the summit was dedicated to the following issues:
- New economic policy of Ukraine – partnership of state and business
- Stet-private partnership: regulation and general issues
- Perspectives of development in transport and housing-communal sphere
On the second day of the summit took place meetings on the following topics:
- Investments - where they are?
- Investments - how do they look?
- Ukrainian private investor – who is he?
Among the participants of the summit were V. Heyets, the founder of Ukrainian Public-Private Partnership Development Support Center, vice-president of NAS of Ukraine, director of Institute of economy and forecasting of NAS of Ukraine, academician and I. Zapatrina, the Chairman of the Board of the Center.
I. Zapatrina has made a presentation “Experience and perspectives of implementation of state-private partnership projects in housing and communal economy sector”.
On September 29-30, 2010 the 3rd International investment summit DID «State-private partnership in context of a new economic policy of Ukraine» took place in Donetsk.
